The video shows Ortega moving into the middle lane on Miller, either to make a left turn or to avoid the SUV."
"Ortega biked through the stop sign at the corner; the driver, who has not yet been identified, did not have a stop. Ortega was sent into the air, landing on the front windshield and roof of a car traveling westbound on East 16th Street. Both drivers exited their vehicles and assisted law enforcement officers when they arrived on the scene."
