Less than a month after a Jan. 7 investigation revealed that city leaders had for years handed out millions in no-bid contracts worth $100,000 or less with no oversight, the Fresno City Council unanimously approved reforms on Jan. 29. The reforms close a loophole in city contracting rules and require the City Clerk's Office to create an online transparency portal by Feb. 28 listing most no-bid contracts, including those exempt from council approval. Some city officials challenged or sought to limit the reforms, while council action moved the measures forward.
