Residents on both sides of Newtown Creek report acrid fumes and worsening pollution since the plant opened in Blissville in 2011, causing significant quality-of-life impacts. The order accused Green Asphalt of failing to submit annual monitoring reports from 2019 through 2023 and allowing contaminants injurious to human, plant, or animal life or to property. The order requires mitigations, including doubling the smokestack to 90 feet by Dec. 11, under DEC oversight.
