Urssaf's Paris-region unit concluded that Uber misrepresented contracts and disguised employment relationships as business contracts to evade employer obligations for about 71,000 drivers from 2019 to 2022. The social charges unit proposed that Uber France owes €1.7 billion in unpaid payroll taxes. Uber France reported that Urssaf filed a lawsuit proposing a revision of social security contribution calculations and said it contested the basis of the lawsuit while Urssaf maintained its position. Uber reported it could not estimate the potential cost and did not set aside provisions. Uber cited Court of Cassation rulings affirming independent contractor status for drivers.
