Slovakia's National Council passed a constitutional amendment on 26 September that defines sex as binary and outlaws surrogacy and gay adoption. The amendment required and achieved a three-fifths majority in the 150-seat parliament when 12 opposition members joined the prime minister's 78 supporters to reach the necessary 90 votes. Prime Minister Robert Fico framed the change as a defense against liberal ideology, using forceful language to describe it as a barrier to progressivism. The Council of Europe's human rights commissioner and Amnesty International warned the measure risks denying trans and intersex realities and undermining LGBTQ+ rights and gender equality.
