A 15-page memorandum states he conspired with others, solicited explicit content from teenagers, and attempted to meet children as young as nine. He sought images of a 10-year-old and engaged in racialized 'race-play' with a 15-year-old. The plea included admission to production, receipt, and distribution of child sexual abuse material.
