He added that Ukraine's "decision on whether to participate will be made collectively at a later stage"."
At its Seoul general assembly the IPC lifted all sanctions against Russia and Belarus after voting against both a full suspension (Russia 111-55, 11 abstentions) and the partial suspension (91-77, 8). The same votes removed Belarus's partial suspension. The IPC stated NPC Belarus and NPC Russia regain full membership rights and privileges and that practical arrangements will be made as soon as reasonably possible. The change allows Russian and Belarusian athletes to compete under their own flags at the Milan-Cortina Winter Paralympics, while the IOC will enforce neutral-entry rules prohibiting team sports and national symbols. Ukraine condemned the decision and will decide later.
