Westminster Council trialled painted, unofficial zebra crossings on 11 side roads at junctions with main roads including Millbank, Horseferry Road, Pimlico Road and Wardour Steet. Drivers exiting side roads or turning in from main roads frequently failed to yield despite a Highway Code update. After introducing side-road zebras, drivers stopped on about 80% of occasions, roughly double the previous rate. The painted crossings cost about £20k–£25k each versus £60k–£120k for traditional zebra crossings. With about half of pedestrian casualties occurring at side-road junctions, the measure offers an effective, popular, and inexpensive safety improvement.
