'It would be a grave mistake to take such dramatic action outside of regular order.'"
H.R. 6028 would require the Librarian of Congress to be appointed by a bipartisan congressional commission and would remove the Librarian's authority over the U.S. Copyright Office. Re:Create and seven copyright and consumer advocacy groups urged House leadership to slow consideration of the bill, citing reports of swift passage possibly on the suspension calendar or through other expedient means. The coalition warned that reorganizing the Library would alter Copyright Office functioning and sever important connections between the copyright system and the Library of Congress. Representative H. Morgan Griffith (R-VA) introduced the bill. A split D.C. Circuit panel ruled in September that Register Shira Perlmutter can resume office while her lawsuit proceeds.
