The Senate approved an altered trillion-dollar funding package that requires the president's signature to end a partial government shutdown. The bill funds the Pentagon and all domestic agencies except DHS through the end of the fiscal year. Democrats demand significant DHS mandates by a Feb. 13 deadline or the department will face another funding lapse or a short-term patch. House GOP leaders signaled they will defer DHS negotiations to the president. Congress has now approved more than 95 percent of annual government funding after earlier appropriations in November and January.
