HUD did not respond to a request for comment. The website for the Department of Justice (DOJ) also includes a banner stating, "Democrats have shut down the government. Department of Justice websites are not currently regularly updated.""
HUD required employees to set an out-of-office message stating federal spending authority expired and that most HUD programs were temporarily interrupted and employees could not work. HUD's public site and internal HR system showed pop-ups and red banners blaming the "Radical Left in Congress" and promising to use available resources to help Americans. An anonymous HUD employee described the pop-ups as obstructive to routine HR tasks. DOJ sites displayed banners blaming Democrats and warning that updates were not occurring. Agency leaders sent partisan emails before the shutdown, including messages about supporting a clean continuing resolution.
