Set up to fail?' Readers reflect on decades of water mismanagement
Briefly

A significant call for the dismantling of Ofwat has emerged among Independent readers, with 86% in favor of complete scrapping. A review led by Sir Jon Cunliffe highlighted that the current fragmented system has failed due to poor accountability, rising bills, and environmental damage. Private companies have reportedly benefitted significantly from shareholder profits while oversight remains weak. Readers expressed broad support for additional reforms, such as establishing regional authorities and implementing tougher regulations regarding water ownership and environmental impact.
A landmark review led by former Bank of England deputy governor Sir Jon Cunliffe concluded that Ofwat should be dismantled and replaced with a powerful single regulator covering the entire water system.
The Independent Water Commission said that the current setup is fragmented and overlapping and has allowed private companies to extract billions in shareholder payouts while sewage spills surged and investment lagged behind.
When we asked for your views, 86 per cent of readers said Ofwat should be scrapped entirely, with only 14 per cent favouring reform over replacement.
Many also backed wider changes, including new regional authorities, stronger environmental oversight and tougher rules on company ownership and debt.
