The Trump administration's AI Action Plan seeks to maintain U.S. leadership in AI technology and prevent adversaries from benefiting from American innovation. It emphasizes leveraging current strengths in data center construction and computing hardware while promoting global alliances. Key recommendations include collaborative efforts with the AI industry to enhance chip export controls and focus on enforcement, including the necessity for international alignment with allies on export restrictions. The plan underscores the importance of preventing other countries from circumventing U.S. controls and suggests using tools like secondary tariffs for compliance.
America currently is the global leader on data center construction, computing hardware performance, and models. It is imperative that the United States leverage this advantage into an enduring global alliance, while preventing our adversaries from free-riding on our innovation and investment.
America must impose strong export controls on sensitive technologies. We should encourage partners and allies to follow U.S. controls, and not backfill. If they do, America should use tools such as the Foreign Direct Product Rule and secondary tariffs to achieve greater international alignment.
