The trade is enabled by Telegram anonymity, hidden cameras and Chinese online payment apps. Chinese authorities have not publicly condemned or investigated the groups and have censored discussion, blocked searches and silenced those warning others. Some channels explicitly target young girls, including plans to install hidden cameras in elementary school bathrooms.
