The ELN fields about 5,800 combatants, holds territory across more than a fifth of Colombian municipalities and has expanded presence and influence in multiple Venezuelan states; its growth is linked to the survival of the Maduro regime. The ELN has engaged in failed peace negotiations with successive Colombian governments.
