The vote followed an October International Court of Justice advisory opinion that clarified Israel's responsibilities under the UN Charter and humanitarian law. Israel has allowed only a fraction of agreed humanitarian aid into Gaza under a United States-brokered ceasefire. The resolution, tabled by Norway, passed with 139 votes in favor, 12 against and 19 abstentions. Senior UN officials warned that civilians face severe harm and that humanitarian principles are eroding.
