Amnesty applies to Hamas members who disarm and pledge peaceful coexistence, while others may leave Gaza with safe passage. Aid deliveries would resume and Israeli troop withdrawal is conditional with unclear enforcement. The plan contains no guarantees for Palestinian rights and primarily secures Israeli protections amid immense civilian casualties.
