The ceasefire plan would halt fighting in Gaza and arrange returns of captives from Gaza, in exchange for hundreds of Palestinians held by Israel and remains of the dead. The plan transfers control of the Gaza Strip from Hamas to an international transitional Board of Peace chaired by Trump with members including Tony Blair. Amnesty applies to Hamas members who disarm and pledge peaceful coexistence, while others may leave Gaza with safe passage. Aid deliveries would resume and Israeli troop withdrawal is conditional with unclear enforcement. The plan contains no guarantees for Palestinian rights and primarily secures Israeli protections amid immense civilian casualties.
