The Rental Renovation Licence Bylaw goes into effect on July 31 to protect tenants from wrongful evictions disguised as renovations. Mayor Olivia Chow expressed concern about landlords manipulating tenant rights. Through this bylaw, landlords must prove renovations require vacant possession by a qualified professional. They will incur a $700 application fee after notifying tenants of their intent to renovate. Tenants can choose to return to comparable housing or receive severance compensation if not returning. Landlords face substantial penalties for non-compliance.
"Far too often, landlords try to take advantage of tenants who might not fully understand their legal rights," she said. "Every time I'm out on the streets, I hear of tenants being evicted and the bogus excuses."
Landlords need a qualified person, licensed under the Ontario Association of Architects or Professional Engineers Ontario, to confirm vacant possession of a unit is required for the renovations.
