Kowal is a 48-year-old brown belt who hasn't competed in six years. But now, in late May, he is participating in a massive jiu-jitsu tournament in Long Beach, California, with the hope that winning his weight class could help him finally get bumped up to black belt. Chairman Thom Tillis (R-NC) and ranking member Adam Schiff (D-CA) both acknowledged the widespread confusion in current eligibility jurisprudence, with Tillis noting that the status quo "continues to be hopelessly confused" and expressing determination to move the bill forward to committee markup. The Bill has bipartisan support in the Senate, but it is unclear how hard those in opposition would push if the bill started to move forward.
"The challenges the State faces today in the delivery of housing and infrastructure are being compounded by the utilisation of our laws in certain circumstances to delay, obfuscate and undermine the efficient delivery of vital projects which would benefit our communities and the common good as a whole," he warned. "In particular, the utilisation of judicial reviews to prevent the delivery of vital accommodation, transport or environmental projects because of technical breaches of statutory rules or procedure is abhorrent to the common good.
Polling indicates that only 3% of respondents support the government's plan to change the House of Lords by removing hereditary peers. Instead, 56% believe there should be limits on prime ministerial appointments for life.
