Trump said that while the US has more Nuclear Weapons than any other country, China will be even within 5 years. Trump added that he ordered the resumption due to other countries [nuclear] testing programs. I have instructed the Department of War [Department of Defense] to start testing our Nuclear Weapons on an equal basis. That process will begin immediately, he wrote.
