A group of unhoused people at Union Point Park pursued a radical plan to create their own encampment with self-determined rules and governance. More than a year of observation documented their efforts, negotiations, and daily life as they sought legal recognition and practical stability. The Union Point participants believed that a successful, self-governed encampment could serve as a replicable model to help other unhoused communities across the state. They aimed to set their own rules to reduce conflict, improve safety, and connect residents to services while maintaining autonomy.
