Terminal 2 planning rules required separate applications for car parks. DAA obtained permission for an 8,840-space Holiday Blue long-term park and a 2,040-space Express Red park and paid €2.1m in development contributions. DAA applied in 2018 to make both car parks permanent. Fingal County Council demanded an additional €6.3m, treating the change from temporary to permanent as a material development. DAA rejected further levies, arguing no additional works or intensification occurred, that the car parks are ancillary and exempt under Fingal's 2016 scheme, and that revenue is reinvested in the airport.
