Ending the two-child benefit cap would immediately remove 350,000 children from poverty and 700,000 from deep poverty. The cap prevents most families from claiming means-tested benefits for a third or additional child born after April 2017. Abolishing the cap is estimated to cost £3.5bn a year but is framed as an investment to boost future economic growth and help meet pension obligations amid falling birth rates and reduced migration of young workers from Europe. The government has indicated the cap could be lifted in the November Budget while facing internal pressure to change the policy.
