The Department of Government Efficiency (DOGE) copied sensitive Social Security and employment records into a cloud environment without verified security controls. DOGE operated with unchecked access at the Social Security Administration, General Services Administration, and Office of Personnel Management and reportedly functioned outside federal law. Leadership and oversight were absent while initial leadership included Elon Musk. Whistleblowers and agency staff reported DOGE employees had access to personal data on all Americans, including Social Security numbers, in an insecure cloud. An internal Social Security Administration risk assessment placed the likelihood of a catastrophic data breach between 35% and 65%, and foreign adversaries are likely aware.
