Following a lengthy conversation, Stubb suggested a sanctions package aimed at crippling Russia's finances could soon be introduced in Congress by Senators Lindsey Graham and Richard Blumenthal. Stubb, who communicates regularly with Graham, noted that the success of any sanctions would depend on perceived western unity in response to Putin's actions, stressing that direct European contacts with Putin should be avoided to present a strong stance.
