The ineffectiveness in catching those who beat the rules damages anti-doping credibility and risks the clean-sport message being ignored. The Athletics Integrity Unit has sanctioned 427 elite athletes since 2017 but is still not catching enough offenders and requires significant improvements. Anti-doping efforts need to move beyond compliance-based testing toward ambitious, proactive testing, greater transparency of anti-doping data, and support for catching top-level cheats to protect clean athletes.
