Gov. Newsom criticized a federal higher education compact offered to USC and other universities and urged campus leaders to reject the proposal. He warned California would cut billions in state funding from any university that accepts the compact. The compact conditions federal benefits on adopting conservative positions on gender identity, admissions, diversity and free speech and would prevent recognition of transgender identities and restrict foreign student enrollment. The offer promises preferential access to federal research grants and additional funding in return. Newsom called the arrangement a "false choice" and framed it as a threat to academic freedom.
