The 160-page ruling -authored by Judge Jeffrey V. Brown, a conservative Donald Trump nominee-scorched the scheme as an unconstitutional racial gerrymander, declaring that the Legislature "intentionally drew district lines" to discriminate against Black and Hispanic Texans.
