Joshua Quimby, 35, was driving a Volkswagen GTI on July 20, 2024, when he allegedly hit 53-year-old Tamar Vishlitzky, of Concord, who was walking her bike in a crosswalk near a bike path intersection.

Anofils was driving recklessly and at a high rate of speed when he struck 82-year-old Austin Noel, who was crossing the street at approximately 3:40 a.m.

The preliminary contributing factor for this crash appears to be Smith failing to yield the right of way to the pedestrian. He showed no signs of impairment.

Emergency services responded promptly to the incident, with the first paramedic arriving in under three minutes to assess and treat the critically injured pedestrian.
